CSS Help Please: Border not working?

Hallo... I\'ve got a problem with CSS here.. This is my first css file I\'ve made and I don\'t see anything wrong with the code to cause this.

That page shows a menu type thingy with a border that is suppose to go all the way around it.. Instead it goes on the top, bottom, and left sides only. The CSS file is located here:

Could someone please explain why it does this and how I can fix it?

[color=\"green\"]'class KPIM::ProcessManager' only defines private constructors and has no friends[/color] <- :( poor class
