Ok, First of all, create a new image in photoshop (i used photoshop version 7).
the sizes i used were 470px / 60px
(press \'d\' to set colors to default)

goto filter>render>clouds,
then filter>render>difference clouds, then press ctrl+f around 10 times;

goto filter>blur>radial blur, and input the following values:

now we create our scanlines, goto file>new and create a document 1 x 2 pixels...
then make your foreground color black, and use your pencil tool to click on the bottom half of the canvas.
then goto edit>define pattern, and call it scanlines. then go back to your original file, select your rectangular marquee tool, and make a marquee to cover the whole
banner... then right click, and goto fill... under the custom pattern, select the scanline pattern you just created, use the default opacity, then click OK!

your banner should now be starting to take form... (thanks to exile for this next part (the glowing strings tutorial
goto image>rotate canvas... then select rotate 90degrees CCW,
now create a straight vertical white line down the center of your canvas...
goto filter>blur>motion blur... and select values that look nice...
then goto layer>layer style>drop shadow... and enter some values that make your line appear to jump off tha page, this can be pretty much anything... it should still look nice!

now goto filter>distort>shear... then make a nice wave my dragging some points around... then click ok and presto... you should have a pretty nice new banner...

to edit the colors: press ctrl+u, click the colorize check box... then select a high saturation and slide the top bar to suit your favourite colours!
