HotScripts A very popular large site which has both scripts and tutorials on php.
Easyphp This very nice program allows php to be run on your computer. Also includes phpmyadmin. Default language is french (I think...) but other languages files can be download. Very easy to setup and use.
PHP Freaks -- Very good tutorials
Code Walkers -- Like the name says. About website programming languages, PHP included, tutorials, snippets, etc.
